Got a neutral feedback for an ESE order that never got scanned and I sent a refund to the buyer ($4 card). Neutral feedback says "I never got the card, but at least I got a refund".

I requested for ebay to remove the feedback, but they denied my request. Copy/paste below:

Our decision
After carefully reviewing the details, we couldn't confirm with tracking information that the item was shipped or delivered on time.
For this reason, the feedback was not removed.. Just so you know, this feedback will not impact your seller performance level.
