Biden will have no control over what happens in his administration. He cannot say what he wants to do, because he doesn't know yet. To win the nomination he had to turn left (gun confiscation, eliminate fracking, raise taxes on everyone, etc), but to win the Presidency he has to move to the middle. What he really believes, no one knows, other than the fact that he has no control over it after his potential election.

What he can get done also will depend on the makeup of Congress. Unlike Trump, he seems to not want to do everything by Executive Order. Pack the court? If he doesn't have the senate he won't get a circuit court judge confirmed let alone a supreme court justice.
