How do you know the Foil Image variation has a 489 PR? Are they numbered?

Not numbered. From the Topps website:

“Look for Foil Parallels featuring special Team USA Blue Foil Sequential Numbering or Kevin Durant rainbow foil image variation shortprints inserted in randomly selected orders - limited to 489 copies to commemorate his record-breaking points total!”

I don't necessarily have an issue with intentionally making them off-center (although you're right it would look better centered) but it is frustrating that they all look like that and PSA will still ding you for centering

Is the centering intentional? I always wondered why they all looked like #@#@#@#@ lol

I pulled it myself, but all of them are grading 7s it seems

100% not intentional lol. It almost fully cuts out the exclamation point part of the logo.

the design seems to imply that you're right but how could every single kaboom ive seen be off center in that case? did they just mess up every single kaboom in the print run?

I'd assume so. Look at that Luka design. If it was intended to be off center I'd assume theyd show them off center in promo materials of all places. Looks normal there. Usually Panini gives some assymetric design queue when something is supposed to look funky. Almost fully cutting off one character in the design's title is another indicator it wasn't on purpose. Didn't they switch printers recently? I noticed almost all shockwaves from this years revolution have a tiny sliver of their neighbor's design visible on the right edge too.
