The Bay Area police doesn't do anything when people relieve themselves on the street. Why would people expect law enforcement for burritos and water?

That 911 operator should have told the woman who called 'You're calling 911 because two young boys are cutting the the grass of your neighbor and grass is blowing?'....then told her about what abusing 911 means. Totally on that 911 worker.
