How were these 2007-08 Topps cards distributed?

Here is the low end set I am curious about....

Seems like there are 50 subjects in the set. They are not a base parallel. Were they a standalone insert in 2007-08 topps? Inside card store giveaway packs? Can't really remember.

Any insight is appreciated.

These were given away by brick and mortar card shops. Each week or maybe monthly they gave them away to customers, all a big Topps promotion.
