2-3 weeks seems to be fairly standard right now. That has been how long mine have been in QA2 before getting an email.

Reminder, we pop them the day before they come back. So odds are they are complete and on the way back to us. We used to pop them the day they popped but then we got endless emails asking why we haven't shipped the cards that customers paid for. This way leads to a little more of a "wait" but a lot less questions .

Are there any restrictions using the "Value - $28 per card" service level?

Can any years be included in one sub (Modern and Pre-Modern)? And can non-sports (not TCG) be mixed with sports?

You can mix sport/non sport/TCG in this level. I believe it needs to be separated for modern/pre modern the same way that Bulk is.

As a firm believer in PCSportscards, I highly recommend their grade to consignment services. I have been using them since around 2021 and would not use anyone else. They have gone from a small operation to a very successful company. They are hamstrung by PSA returns. They are fair.

The QA2 process has really slowed down for PSA over the last 2-3 months

I agree regarding imaging. It is very important. We recently overhauled our photographing process and this is something I have addressed with the team so we make sure to keep presentation in mind while working with a new system.
