Miscut Cover With Color Bars

I picked up this comic for its cover “off the rack” years ago because it had the color bars across the top. An error that I had never seen before. Does anyone know what this error is called and how common it is? I would guess most errors of this type would be pulled prior to being shipped out into circulation.
