I surely would not be going back there again. I also wouldn't judge if someone in this case put them on social media blast.

Context matters

Now that you added the rest of the story my position would change

After that interaction asking what other people would expect is wild

There's only one expectation at that point

Because CCs are always forgiving if someone steals your card and charges it. I trusted it was a simple “lost” card and it would turn up. If it didn’t in a day or two, I would have paused it
