For 1993 it depends, you could try and go #1 on the registry,that would be very, very difficult to the point it would be a fool's errand to attempt.

A 2022 Topps Gilded Master set would be a challenge. All the base are #/99 and its a 160 card base set. The regular Auto set has 71 players are also #/99

May be easier to suggest sets if you could also ball park a budget you'd like to stay in

Feel like it's more about the chase than the $, but I assume a lot of these are mid 5 figure sets

Obviously, collect what you like. But I know player collectors who have been waiting for years just to find their guy in The Established set. It might feel easy, but I'm not sure it will be.
