I have a semi rare Acuna auto that I’m looking to get graded. A raw copy runs around $300-$325 and mine appears to be a gem after getting my loupe out. Is there any truth that more expensive tiers = a better chance at receiving a 10? I can’t decide if I should include this card in a value bulk submission at $19 a card ($499 max value) or if I should go ahead and pay for a separate Regular submission at $75 a card ($1499 max value). A 10 would push it over $499 of course, so I could give them the chance to upcharge.
What do you guys usually do in cases like this?

Submit to a TCG that doesn't do upcharges.

Send it in the value submission - if it grades better and they determine that it is worth more then they will upcharge you to the right level.

Go value bulk for any raw card under $500. If it gems they will most likely not even upcharge you. You don't pay PSA for what if 10's. Just pay them for the 9 value.
No truth of higher tiers give better grades. I have gotten 10's for low pop cards from the 80/90's in bulk orders from PSA. Most of those were returned without an upcharge. Even a few that were 5 to 10xs the declared value.

Always submit at the cheapest tier possible. Just don't submit with a bunch of other high-grade Gem or better cards that will overshadow it. Make it stand out by submitting some marginally inferior cards around it. Good luck!

Would love to see examples..because every card I look up in psa 10 compared to anything else 10 is no where near the PSA. It’s not a narrative it’s a fact.

I send stuff at the value tier unless it's captain obvious or a 9 is worth above the tier. Never had an upcharge. Note that if you really think your card is well above the tier DV then it is best to send at the higher level else you will only be covered at the lower DV should PSA damage the card or something happens in transit back to you.

I've submitted many ultra-modern cards to PSA over the last year. I always select the lowest value tier and just put $199 in as the declared value. I haven't been upcharged at all even though one sub got 36/50 gems and some of the cards were worth close to $500. Cranking out a million slabs per month, they just don't have the manpower to price check every single submission. It's probably like TSA at the airport, they pull out 10% or less of them and check them.

Had a bulk <$499 sub last month that had four cards in it gem and sell for $1,000-$2,000. None of them got upcharged.
