He's in 2022 Draft as a first

Also, will there be the option to bid for RCs?

I think you're right about Brooks Lee.

There will be no RCs (or veterans) to bid on - they only exist in base paper, which is not part of the auction, as houdini typically sells the entire break worth to a single buyer in bulk, and of course in paper parallels, which are part of the auction but not broken out by player.

Yes, it will average out to 2 per spot which means that a few will hit 4-5 and a few will hit zero. It’s all part of the game and a great thing if you hit on the high side.
