I bought an MSI Trident 3 10th used on ebay about a year ago and it works great for even the newer games. It has a 1660 super graphics card, 500 GB SSD, 1000 GB HD, and 16 GB of RAM. It would work great for what you want to do. I think i paid about $800. I like that it's only about the size of a playstation.

I use a chromebook for web browsing, ebay, paying bills, all the other stuff you mentioned. Once you use a chromebook you'll never go back unless you need something else they don't do like gaming but i have the other PC for that.

I highly recommend to people who value their electronics to install whole house SPD's in their panel.
