So what happens in the case with the spot I bid on.

Bid of 311
Then bid of 320 and 321 (321 is mine)

Does the 320 bid count since it's 9 dollars over previous?

From the OP - Once a spot reaches $200, bid increments become $10.

So, the 320 bid doesn't meet that criteria so it shouldn't count where as your bid would count. So, if I understand the process correct, your bid would trump the 311 bid (and the 320 bid wouldn't count).
