For this particular card, there's quite a difference in price peel vs no peel. Cards w/peel intact fetch a significantly higher price.

No better or worse surface grading either way. If submitted with the peel on, they are going to evaluate the surface of that thin film of plastic itself vs what's actually under it, on the card. So it's a pretty easy choice, if the peel has surface scratches or any imperfections you are better off peeling it first before submitting in hopes of gaining a higher surface grade.

If you request a minimum grade, they still charge you the grading fee either way and just send it back to you raw (or in this case leave it in the original BGS slab) if it didn't grade to the minimum.

I don't crack it simply the chance of bait and switch since it isn't numbered. I would keep in the holder, sell, or keep as is.

Yeah, some people want to pay more to have the text "PEEL AND REMOVE COATING" going right across Kobe's face. It's terrific for eye appeal, I tell ya.

I am assuming the 8.5 is due to a refractor line that nearly all #74 refractors have. If the rest of the card is mint, it’s a PSA 9. I don’t know the price difference in BGS and PSA 9 for this card, particularly with the strong subgrades, but if you do send to PSA, I’d crack it. If you send as a crossover, odds are they will collect your $500-1000 and send it back as is.
