Put them in one of the 2 row shoeboxes for graded cards, have them so they are easy to remove from your carry on if needed. My cards have been removed from my luggage for inspection before just politely explain what they are and ask them to be cautious. I flew with a sealed box back from vacation once and they swabbed it for bomb materials.

I'd carry on and tell them before you put through the scanner- I used to travel a lot and they actually caused a good bit of searches (and subsequent conversations, just about collections not "you're in trouble" ones)

I’ve carried on before and only time I had an “issue” was flying home from Iowa of all places. They opened my shoe box and went through EVERYTHING for like 30 minutes to ensure I wasn’t confiscating anything illegal.
