Good question and didn't notice that. His team is good at getting approvals fast. I would bet that they are asking a pretty penny. His store he buys $40 cars on ebay and resell them for over $250 autographed.

As of this posting, there's only two cards of Jeff Gordon that Panini has produced. The first was the #100 Chase for the Cup card from 2016 Prizm. It features all 16 chase contenders from 2015. Jeff was likely only included as that image is a NASCAR press release image.
The second card was a solo card of Jeff for the NASCAR on Fox special offer pack set. It featured trading cards of all the NASCAR on Fox announcers. It was a giveaway for those who re-tweeted some ad that some racetrack had. It was a one-off set. The reason for not having Jeff included in every release is likely due to his high licensing fee. I remember he used to have a Jeff Gordon fan meet where you had to pay 900 dollars to see him at some point during a race weekend and he would sign 1 item and take a picture with you. That program has since stopped, I believe. Good, I say. For 900 dollars, Jeff had better shined my shoes and built my house for that crazy amount. It's not 1998 anymore. I think this is the same reason Dale Earnhardt Sr. is not included in any releases.
