Many experienced collectors who have been submitting for 10 to 20 years, people who look over their cards under good lighting, magnification, etc...corners, surface, edges, centering, on front and back...people with orders where nearly every card is graded 1 grade lower. There can't be this many people who are wrong. You maybe just haven't seen it as much because a lot of the cards people submit to you are ultra modern and the overly-stringent grading doesn't seem to have affected that portion of the market.
In my opinion it is all on the grader. I average 75%+ gem rates when I am not subbing F1 cards, and I did have one random sub that got 17% on 126 cards. If I were to imagine the newer graders are far tougher than the more veteran ones. I am at the belief that 90% of the subs will be how you see them and then there is that 10% that you just insert foot into mouth.
