In my opinion it is all on the grader. I average 75%+ gem rates when I am not subbing F1 cards, and I did have one random sub that got 17% on 126 cards. If I were to imagine the newer graders are far tougher than the more veteran ones. I am at the belief that 90% of the subs will be how you see them and then there is that 10% that you just insert foot into mouth.
