Most do have it, and this one looks to have more dots than most, mine is clean and does not and received an 8, but add that with the edges and you a PSA 5. They have been very strict on those cards, much stricter than BGS from what I have seen. It is still a great card, but a 5 or 6 looks right to me based on the photos posted.
