Why was Texas penalized when the ref stood over the ball until time ran out? In the end, it didn't matter as the FG was missed. But still, kind of dumb to penalize Texas there when it's the refs fault.

It's the ref's job to stand over the ball until both teams have subbed and set.

Yes, should have been happy with the FG instead of trying to get cute. I would have ran the ball on 3rd down and force OSU to call timeout as well.

Yes. But OSU went 5 seconds with no action then decided to run on a sub. Why wait 5 seconds over the ball with no movement. And the OSU guy once he started on to the field looked like he was in no hurry whatsoever. Again, as I said, ultimately it didn't matter as the FG was missed. But still seems

Possibly. I was the subject of a Chronicle series about 20 years ago. All anonymized as it had to do with hiring, but it was confirmed to me long after the fact.
