Was at a Target near Tampa, Florida today and the excel rep was stocking the cards. He just had the usual Topps 2020 Series 1, Heritage, Tins, usual nonsense. He told me he won't be stocking new cards until the end of the month. Take that for what it's worth.

They do have ways to limit this, putting behind a “desk” (I.e electronics, customer service, etc) is normally how retailers enforce limits. Uses existing labor / services

Put it behind a desk then the employees realize the value and then they disappear and are never seen.

I'm against. Unfair to big box stores like Target and Walmart that they should have to limit their own sales like that.

I'd settle for a 100% no refunds policy on any cards, no exceptions to the rule. Get rid of resealing scumbags.
