You can to some extent, but I don't think you can block 0 feedback bidders. eBay doesn't want new members to sign up and then find they can't bid on things.

I got ya. Just seemed weird that two 0 feedback bidders are chasing the card in the auctions. Maybe I’m just paranoid from all the negativity here

It seems very likely it's the seller shilling the card from the info you've posted.
