By law, they need to send the contract for a new or existing WPN system out for bids. Independent companies (NG, Lockheed Martin, GE, etc) drive the prices through the roof because they know that the military needs the equipment.

And, to answer the question about outdated WPN systems....The military is already using outdated equipment. I'm using a WPN system that was created in the 60s. Why do you think we have to spend so much to keep this equipment running...no one makes the parts anymore, they have to be specially made because they are old tech and no one uses.

I work in acquisition, I understand the concepts of proposals, bids, sole source, competitive, other things encompassing acquisition. We can be at the mercy of the contractor some times if they are the only one that can build or provide it. It's the fact that these new systems always seem to go over budget, so that leads me to wonder if more time should be spent researching the systems to identify as many issues as possible beforehand, heck, purposely try to find issues. I'm not saying testing isn't done now, because I know for the new multi-purpose tactical vehicle they awarded it to a couple of companies to build prototypes for testing, that should be a standard procedure for any competitive major systems acquisitions (ships wouldn't be a realistic acquisition for this practice).

Is the weapons system you use, don't know if you can divulge any more info regarding what it does, the only system of its type? Is there something else that does a similar job?

When I was younger, I used to think like that.

Diplomacy is very important. Would I like our President to be a little more aggressive? Yes; but then I remember that he knows much more than I do through intelligence briefings and foreign policy.

Even though Russia and Iran can become provocative, in the end, we still rule and they know it. It's like the big brother letting the little brother in get a quick swipe in but it doesn't hurt big brother. You hit hard enough, then there will be pain. Ask Osama that.....
