That's because nobody cares about PSA 9's, especially for modern cards where 90% of cards are PSA 9 or better right out of the pack.
I'd rather have a raw card than a PSA 9, and I certainly wouldn't pay any premium for a PSA 9 over raw. Likewise, if there is a card I need for a auto/insert set in PSA 9, I'll buy it and crack it out, since I store all my cards in binders. |
