ebay could do their part by limiting the number of bid retractions per account, but they don't.

This seems like an easy solve for eBay, just don't allow retractions for any reason in last 12-24 hours.

eBay also doesn't monitor habitual bid retractors. One bid on an auction of mine to see what the highest price of the 2nd bidder was (48 hours before auction ended), then retracted. This account has positive feedback in the thousands positive but had over 2600 bid retractions in past 12-months. Reported the account and eBay did nothing.

This is why I've moved to mostly BIN based listings.
