I wonder if you contact your states or the Penn Attorney General or consumer affairs depts if you could file Fraud Charges against topps?

Doesnt hurt to try.

Also for Penn members has anyone though about suing them in small claims court? Then / Or contacting your local news consumer dept & making it ugly for topps with bad publicity.
