My guess is that they took several of their cases and opened the packs and then inserted the base, inserts, and parallels/autos into the packs along with randomly inserting the ESPs. So surprises could be autos, parallels or other hits from the product.

You aren't wrong. Would have been a lot of hobby/jumbo/retail bag holders though and they would be furious.

Much better to spread SPs around so much that everybody can get a few, give them the warm and fuzzies.

People have proven on this thread already that they are willing to have a very short memory if Topps throws some silver packs at a problem.

... but who should they really be furious at? They assumed that the SP's would be in there and paid accordingly. They also assumed that they would be SP's or SSP's and somewhat difficult to hit. People also assumed that back in 2019 with Vladdy/Tatis/Alonso/etc. and they weren't SP'd at all.

Topps knows they can do whatever they want and shovel the slop to the hungry mouths of the sheep that line up and beg for it. Then the sheep will fight tooth and nail to defend their abusers.
