Could be they've got a set amount to sell to give the most amount of people a shot to get some and the rest will make it to favored vendors and breakers. With them growing their stable of breakers, more of the product will start going direct from Topps to that group.

Now that they are owned by Fanatics, they are simply...

topps.

Fanatics is a $30 Billion conglomerate. Topps was a privately owned business worth less than 1/60 of Fanatics. To Fanatics, topps is a cute little distraction.

Before, if they didn't get it right, it hurt the entire company. Today, topps is like the linen department at Macy's. We didn't sell enough towels today? Oh, that's nice.

They are only a part of the conglomerate, but it's a bit goofy to assume that they aren't paying attention to the area that appears to be their major investment. They spent a ton acquiring Topps, but also all of the licenses. Cards are not just a linen department. They've tied a good bit of capital into the card world for the foreseeable future and to think they just ignore it or aren't interested in it seems off.
