I received my September winners and can report that I got a card that no one else has received over the whole 5-year run. My Matt Olson was #1000. This is the only winner that was numbered to at least 1000 from 2018-2022. I know, that and a quarter won't buy much coffee...

These are explicitly "one per box" this year, it sounds like. Was that the case before and I just never realized it?

Yes always with hobby boxes going back to 2018. Retail is a bit different, i dont think its a guarantee but usually much better odds.

I believe this is the last card to finish 2022 totals. In case photo is too hard to read, it says 01/28. 100% NFS, this was one I personally won. I am suprised the missing one is /28 though, especially with how many under 20 we have seen.
