How Do I Set up PWE Shipping Option on eBay?

I am selling some cards on eBay in the $3-$6 range and I want to give potential buyers the following options:

1. PWE Shipping - Free
2. BMWT Shipping - Cost to buyer calculated by eBay

But I am having lots of trouble figuring out how to set that up as an option in eBay's shipping details section. What is the best way to go about this?

Not sure if this is possible, but posting to "watch" if it is.

I typically just charge $1.25 for Shipping (PWE <$10, outlined in my shipping policy) and tell them to message me for a $2-3 upgrade. I've never had anyone message, but would like to set it as an option as PWEs can take some time!

Seems like a no-brainer, but I couldn't figure out how to do it. I'm skeptical of relying on the invoicing system. I want to avoid someone paying for an item they won with free shipping but expecting it to be shipped BMWT.

So this is where I landed. You need to opt into eBay's seller hub and then access "Business policies". Once you are in business policies you can create different shipping policies. I had set it up using flat rate and selected "Economy" for PWE and set USPS First Class to a flat fee of $3.75. The two unknown things for me at this point are:

1. How will it pop up on the seller side after the buyer has selected their desired shipping option
2. Is there an option if "Economy" is selected to use your own postage

After a few things sell I'll report back and let you know how it went!
