Help with 14 bowman chrome Springer /99

Maybe I'm missing something but while sorting through my recent boxes of 14 Bowman Chrome I came across this George Springer that's numbered 9/99. Problem is, it doesn't look like a refractor at all. I took a pic with a base, a refractor numbered to 500 and my 9/99. I'm probably missing something stupid but I didn't see any numbered to 99 on eBay.
