For 1993 it depends, you could try and go #1 on the registry,that would be very, very difficult to the point it would be a fool's errand to attempt.
A 2022 Topps Gilded Master set would be a challenge. All the base are #/99 and its a 160 card base set. The regular Auto set has 71 players are also #/99
