Default PSA canceling cert #'s

So I have a Nolan Ryan PSA 10 card I bought around 5 years ago on eBay. The card was about $40, so I find it unlikely someone would go to the effort to trim or fake a card that low priced.

I check the certification # again recently on PSA, and was surprised to see it come up as "intentionally DEACTIVATED in the database."

I filled out 2 different online forms requesting to know why this card was "deactivated."

Then after 9 days, I get this reply:

"Hello,

Thank you for submitting your Quality Assurance Request.

Upon further review, I see that you are not the previous submitter of the item as it was last submitted through someone else.

We recommend that you reach out to the eBay seller for further assistance.

We appreciate your understanding.

Andrew C.
Customer Relations Representative
Customer Relations Center"


WTF is this? Has anyone else run into this issue? This is absolutely absurd.
