Default First neg switched to neutral advice needed

I need some opinions on how to react to this. About 6 weeks ago a $20 card I had listed received an offer for $18 which I accepted and shipped out the next day with an Ebay standard envelope. 2.5 weeks ago, I get a notice that buyer opened claim for item not received. The buyer lived approximately 70 miles away from me, and the USPS did not do any scans of the standard envelope including pickup, so I assumed it got lost in drivers truck and since it had been 3.5 weeks, immediately refunded buyer even though I knew I would be out the card and $ since no scans were done.

Fast forward to a few days ago, I noticed I had a negative from this buyer saying while I refunded him fast, he wanted the card he paid for and it was my fault it didn't arrive. I reached out to Ebay and they refused to remove the neg as it did not violate their terms and they want Ebay to be a fair place (????) even though I as a seller cannot leave neg's about sellers.

I then sent a "request feedback revision" to buyer who did in fact change it to a neutral with the below response.

"Received item late. Shipping too five weeks because of insufficient postage of 88 cents."

Now, I have shipped between 50-100 Ebay standard envelopes without a postage problem, but I understand that is not his fault. What I am wondering is, he has now received the card, gotten a refund and still left me neutral feedback with never even letting me know he got the card.

So should I respond to his comment and sarcastically ask if he is going to send me back the refund $ minus the 88 cents, respond to his comment apologizing USPS messed up, or blast him for being an Ebay member with over 1800 feedback and not already realizing that this was not my fault and not offering to reimburse me what I refunded. I guess I could ignore also, but not sure I want to do that.
