As to the feedback with similar shipping issues- fair point in that one may find it harder to sympathize given that. However this is a separate transaction between the OP, as the buyer, and the seller....and should be evaluated on the facts of the transaction itself.

Yup, "shining someone on" means stringing them along which I'm sure we all agree is bad form.
The rules on this forum- and the expectations with transactions- are obviously tighter for our community than than the anonymity of ebay so I get the fact that the seller should have sent tracking info by now or at least responded to the OP.
But seriously, don't count back to the 21st and the moment of payment to start the clock when allegedly the seller said he would ship several days later. If that was unacceptable then the OP never mentioned it.
I just went through this with an ebay knob that lives about 8 miles from me. He bought a lower valued card from me ($35) on a BIN/BO that I had listed with $2.25 PWE. 3 days after the sale he's asking where his card is. Really? I knew right then that I'd be eating this one. Since the card was PWE there was no tracking on it. Several messages and a month later I'm refunding him for non-delivery. Yup, all on me for not having tracking, but that's the reality here in the GWN with our postal system. Registered would have been about $12 and NO ONE is going to pay that on a $35 card.
I'm just saying that crying 3 days after someone says they will ship is also bad form, regardless of when payment was made.
Like I said, maybe the seller is the problem here and now 10 days later it seems more likely. Again, hindsight is 20/20.
