Mark on the surface of an old chrome card

I picked up a 2001 chrome card at an estate sale and I was considering getting it graded. Once I got it home, I got it unstuck from the penny sleeve it was in and found that the semi-circle shape I thought was a small hair was actually attached to the card's surface.

Anyone have experience with this? Is this a defect that's been seen on other cards? I've read about damage from slabbing. Could this have been cracked from a slab at some point in its past?
