No. Think there is a lot of bad info on pack grading circulating everywhere and echo chambers are amplifying it. Steve’s role is to look at and say whether the pack is real / not tampered with. Once they get the ok from him, PSA grades the pack and slabs it. Steve has no input on the final grade.

PSA’s R&ID department is identifying the packs when they are sent. If Steve disagrees with what they are telling him (ie 81 Topps Football in a 1979 wrapper), he will point it out or he has pointed out star packs which may have been missed by the submitter. If he is getting 10 Pokémon packs, he is most likely relying on PSA to tell him what they are. He is certainly capable of finding reglued or resealed packs. Sure things are missed but venture to guess the amount of bad packs is no worse on a % basis to the number of cards.

The case authentication is a whole different animal.
