Target cares this much about resale: 0%
One thing they do care about is liability. Nobody with power to make decisions is sitting in meetings signing off on ripping the plastic off prior to leaving the store all because of "those pesky flippers"
Again, who is ripping the plastic off? Target employees? The buyer? Does Target take control of the plastic after its ripped off? During Covid..
