houston needs back not just multiple firsts, but a top 5 first. The jets are the other team with the draft capital to pull it off, but the situation there is worse than the one in houston, doubt he would approve a trade there.
I will say though that I doubt a trade ends up happening, the dead money cap hit to houston would be crippling.

If reports are accurate, Deshaun already has Jets as his #1, so I'm sure he would approve a no trade - although, I would think he is better off not doing that.
You are leaving Houston because why? Management don't care about their QB's opinion and on top of that, they mortgage their draft future for a 4-12 team. Deshaun is guarantee to be stuck in rebuild mode for a few more years. So going to Jets, doesn't help because they are also in a re-build mode and their draft capital is really all they have to get better.
Miami has a team that just miss the playoffs, they have the draft capital and a intriguing young QB to trade as well - They could instantly be contenders with a Top 5 QB.
To me, It is a no brainer and if I was Miami, I give Tua and a reasonable amount of picks to get it done.
