Grading expectations for cards from Topps with seals.

I purchased 2 Vladimir Guerrero NNO cards on ebay in January. The pictures in the listing showed the 2 cards in toploaders with the Topps seal on them, indicating that they were replacement cards from Topps. The cards were delivered with the same seals.

I submitted the cards to PSA, and they came back with grades of 6 and 8.

How likely is it that replacement cards from Topps would grade so low? Is it more likely the seals were bogus.
