I work in acquisition, I understand the concepts of proposals, bids, sole source, competitive, other things encompassing acquisition. We can be at the mercy of the contractor some times if they are the only one that can build or provide it. It's the fact that these new systems always seem to go over budget, so that leads me to wonder if more time should be spent researching the systems to identify as many issues as possible beforehand, heck, purposely try to find issues. I'm not saying testing isn't done now, because I know for the new multi-purpose tactical vehicle they awarded it to a couple of companies to build prototypes for testing, that should be a standard procedure for any competitive major systems acquisitions (ships wouldn't be a realistic acquisition for this practice).

Is the weapons system you use, don't know if you can divulge any more info regarding what it does, the only system of its type? Is there something else that does a similar job?
