Question on card in eBay listing.

Saw this listing and it states the Vince Carter 9.5 RC Gold Medallion is a POP 5. Do you think that's due to it being rare or rare that anyone would grade that card?

That year lots of condition issues. Out of 95 Submitted only 12 got 9's, 5 got 9.5, and there's 1 10.
