That is not the case here. COMC is the intend receiver. Unless COMC lies or stole the card, COMC should file the complaint on behalf of yours since COMC provides the service as a BO box, and COMC should hold accountable for the customer service.

There is a mention in the TOS of using a mail forwarding system aside from the GSP, that says using these services can void protection. I have dealt with one out of Florida, the item showed delivered to the Florida address but they claimed they did not get the right item and wanted a refund Ebay sided with me for the use of third party service.
Also in what you describe the seller will lose if you state it was not delivered, the computer that check this for Ebay would see the delivery to the new zip code and say the item was not delivered to the correct address. Have lost a couple of cases where this happened. Got them reversed on appeal, but the intial resolution was a loss.
