You can mow at 7AM....nothing wrong with it....
If you don't mind your neighbor mowing when you have an outdoor party or family gathering.
My neighbor continually mows during dinner time at night, and completely annoys us. We've told him many times to stop, and he hasn't.
My dad mows his lawn whenever the neighbor is entertaining guests....he used to even hold his rototilling till they were having a birthday party.
