First I can't take payments untill the break fills or is close to full and has been moved to Active.

Well I guess the sooner the better to lock in this case price and also everyone has to be paid before we can draft. I will put in the description that all payments should be recieved by August 10. As soon as it fills and has been moved to Active thru August 10th is the timeframe for payments.
