Any green label 9.5 gets the black 10 label. I don't think it works on the sub level. It is just an overall grade 9.5 gets a 10. A green label pristine will keep the pristine. A "true gem mint" doesn't really have an extra pull when converting to black label. Maybe a better chance at a pristine if you crack and resend, but that is always a crap shoot.
