If the chips were from Frito-Lay or one of the other major vendors, then it is on the person who merchandises the store. That is supposed to be one of their responsibilities. If it is a from a non-major brand, then checking dates should fall on the gas station employees when it is not busy. Occasionally things get missed, but...
