He's an above average player when healthy and focused, and he's played at an "all-star" level for short periods of time, but I don't know any neutral who rates him that highly.

I always thought it was only non-Nuggets fans to claim he was all-star level because Nuggets fans see that he rarely plays at that level for long periods of time.
