If/when you file the claim, the seller can refund and will be refunded the cost of the card by the PIP insurance....eBay has nothing to do with it. The seller will get back the cost of the card, but not any shipping costs that may have been charged. I'm told that you don't even have to file an eBay complaint....if you just message the seller and they refund you without you filing a claim, the seller can still apply and receive a refund thru the insurance program. The seller will have to wait 30 days after the estimated delivery date to file for the insurance. Even if the card gets delivered after the seller has refunded, they can still get the insurance refund.
The seller doesn't have to refund....if a claim is filed eBay will find in the sellers favor.
