 I can't find any FIFA sources but the media are reporting it was deemed as "serious foul play" rather than "violent conduct" by the disciplinary committee, hence a 2 game ban rather than 3.
Sure she put her foot on the players back, but it didn't look like there was any force to it and the other player wasn't in any pain which backs up the decision.
There is no reason for FIFA to show any bias towards an England player or the England team, I'd expect the opposite if anything.
