Read Section 3.E.3. Technically, you are correct because the player is given the leeway to provide samples until a non-dilute specimen is achieved. Interestingly, the rules of the program leave it open ended for how to handle a player who can't produce a non-dilute specimen. But the program does allow the IPA to consider a test positive if the player attempts to dilute a specimen.
